The proportion of a dose that reaches the bloodstream in active form.
It varies enormously by route. Inhaled cannabinoids reach the blood quickly and relatively efficiently; swallowed preparations are absorbed slowly and much is broken down by the liver before reaching circulation.
This is why the same nominal amount can behave completely differently depending on how it is taken, and why route is a clinical decision rather than a preference.
